Assalaamu Alaikum

Does anyone have information about the permissibility of Qunoot An-Nawaazil these days in our masadjids in the West?

I know that in a muslim land, Qunoot An-Nawaazil is permitted only if the waliy amr allows it. But in the Western lands (UK, France, Spain,...) ? What is the hukm ?
