In the Name of Allah, Ar-Rahman , Ar-Raheem,

Shaikh Zayd Al-Madkhali was asked:

Q) Does the one who calls to Allah need a Tazkiyah?

A) No one does dawa to Allah except an individual that has the characteristics of a caller. The dawa to Allah, the Most High, is general dawa, sometimes through writing and sometimes by sermons and sometimes by advice and commanding the good and forbidding the evil. Everyone from the Muslims that know their Islam can become a caller, everyone according to his/her situation and ability. There is no need that one does not do dawa except the one who has been recommended from one angle, because the same method in giving dawa differs from one person to another. If you call to the good and forbid the evil, this is dawa. If you advise, this is dawa to Allah. If you give lectures and sermons, this is dawa to Allah. So, what is intended is that people differ in their levels of knowledge and dawa. It is not to be said that it is required for the person calling to Allah to be recommended by the Ulema, except if the dawa is by way of writing, lectures, and sermons. Then, it is mandatory that there is someone from the people of knowledge who bears witness to the caller having an adequate amount of knowledge. If he is not qualified, like he is from the people of bidaa and deviance or from the ignorant people and claims to have knowledge, then it is not permissible for this person to be a caller.

wa jazakAllah Akee,

This statement is very similar to the statement of Shaykhul-Islam of our time, Abdul-Aziz Ibn Baz, in regards to who must give dawa, without mentioning the issue of a tazkiyah. He said in his explanation of Thalaathatul- Usool, explaining the third matter (giving dawa to the deen):

"You call to the religion of Al-Islam and advise people to be steadfast upon it. You direct them and command the good and forbid the evil. This is the dawa to the religion of Al-Islam. It is upon every Muslim to call to Allah according to their ability and knowledge. Everyone, men and women, has a portion of this obligation of informing, calling, guiding and advising. Everyone calls to the Tawheed of Allah, calls to the prayer and safeguarding the prayer, calls to the zakaat and paying the zakaat, calls to the fast of Ramadan, calls to the Hajj if one has the ability, calls to being dutiful to the parents, calls to keeping ties to the womb, and calls to leaving off all sins." And Allah knows best.
