As salaamu ?alaykum wa Rahmatullahi wa barakatuhu!

I am writing today because I am in need of some help.

I am in a place where there is no salafi community and either the Muslims here are cultural, bond by their own group or they do not believe that women should divorce.

My situation is as follows:

I married a brother here almost four weeks ago and a week after the marriage, I found that he did not please me by his appearance or the other and his deen is not together. I asked for a khul? because I just cannot give him his rights and I do not want to be a sinful muslimah by this. It has been nearly a month and he has not been here nor has he called and the brother that married us has been unable to contact him. He called my wali and told him to tell me not to call his cell phone anymore and I was only trying to find out why haven?t he granted me my khul?.

What I want to know is how can this be done since he is being spiteful and purposely not giving me my khul??  Are there any more options to this? Lets say that some brothers write a contract of divorce (if there is such a thing) and sign as witnesses and mail it to him considering that there is no community or Islamic court system here? I am in need of help please for the sake of Allah!
