As Salaamu `Alaykum. There are two books by Shaykh as-Sa`dee (rahimahulLaah) which are very basic and are an excellent starting point for the absolute beginner.

1. Manhaj us-Saalikeen wa Tawdeeh ul-Fiqh Fid-Deen, Mukhtasar Waadih Yajma`u Bayna al-Masaa'il wad-Dalaa'il - This covers fiqh of the `ibaadaat and mu`aamalaat, and is concise and written in point form.

2. Risaalah fil-Qawaa`id al-Fiqhiyyah, wa Ma`ahaa Risaalah Lateefah Jaami`ah fee `Usool il-Fiqh al-Muhimmah - This covers the underlying `usool of fiqh.

Both these books are very simple, easy to understand and not too long,  detailed or complicated. The copies that I have are hardback, published by Adwaa as-Salaf with Tahqeeq and Ta`leeq by Abu Muhammad Ashraf bin `Abdul-Maqsood.

Many of the Scholars also recommend "Aadaab ul-Mashee ilas-Salaah" by Imaam Ibn 'Abdil-Wahhaab for the criteria you mentioned. It is relatively concise and covers only Salaah, Zakaah, and Siyaam. Aside from the Hajj (for which many books have been dedicated), these three pillars comprise the major acts of worship of which knowledge and practice are obligatory upon every sane, pubescent Muslim.

According to what Shaykh Saalih Aal ash-Shaykh stated (which is obvious by comparing the books), Shaykh ul-Islaam based this treatise on the great book "al-Iqnaa' fil-Fiqh" by al-Hajjaawee (d. 968), also the author of the famous Zaad ul-Mustaqni'. Furthermore, do not be misled by the title - the treatise is simply named after its first chapter, much like the book "Fadl ul-Islaam" by Shaykh ul-Islaam Ibn 'Abdil-Wahhaab as well.

There are some written and audio explanations for this treatise as well. Interestingly enough, I was just listening to the tapes of Shaykh Saalih al-Fawzaan which were done very recently, maybe three or four months ago. There are currently only four tapes and it is incomplete, but very good. Also Shaykh al-'Abbaad explained this in ~15 tapes, and Muhammad Bin Ibraheem Aal ash-Shaykh has a published sharh on it as well.
