wa alaikum salam

"I am in Canada, can I get siwak?"

You've got to be joking.  Maybe you live out in the middle of nowhere Ontartio away from all the Muslims.  But if you are anywhere around Toronto you can get siwak at any given masjid or Islamic store

As Salamu Alaykum, It seems that your question is actually answered by the sahabee in the hadith that you quoted. Your question was:
"It seems from the above hadeeth that using siwak is fardh. Is this correct?"

And it is answered by the sahabee as follows:

Amr (a sub-narrator) said, "I confirm that the taking of a bath is compulsory, but as for the Siwak and the using of perfume, Allah knows best whether it is obligatory or not."

Also which occurs in the sahih of Bukhari in hadith #845 in babul salatul jumu'ah Narrated Abu Huraira: Allah's Apostle said,  " If  I had not found it hard for my followers or the people, I would have orderd them to clean there teeth with siwak for every prayer ."

So what we can understand with this additional hadeeth which brings clarity to the matter that it is not waajib to use the siwak but recommended. Barakullahu feekum.

Wa Salaam.
