The lecture series of Brothers Aboo Khadeejah and Amjad Rafeeq hafithahumullaah entitled "Exposing the Deception of Political Activism" can be downloaded for free from http://www.troid.org/manhaj/splitting-up-the-ummah/exposing-the-deception-of-political-activism-31.html . The part about today's rulers being Wali ul Amr is at time 2:41:28. It is very beneficial mashAllaah and here is the transcript of the part where brother Aboo Khadeejah mentioned the following,

Shaykh al-Anjaree asked the question to Shaykh Ibn Baz, I am from Kuwait, I live in Kuwait, born in Kuwait, I am from Kuwait, my rulerı and he mentioned his nameıdoes not rule by what Allaah has revealed, he does not rule by the Shareeah of Allaah, thatıs what the takfeerees like to hear, so Anjaree said it Okı my ruler in Kuwait does not rule by what Allaah has revealed, is he Wali-ul Amr? Is he the legitimate ruler of the people? Shaykh Ibn Baz said what?... YES. He said YES. The tape is available."

There is another very beneficial article by Brother Amjad Rafeeq entitled "Concerning the Multiplicity of Muslim Rulers". It refutes the doubts flung from many who ascribe themselves to al-Ikhwaan or Hizbut-Tahreer and others that the aayaat and ahaadeeth referring to the rulers are referring to the Caliph only and not the rulers of today. Shaykh Ahmed an-Najmee rahimahullaah mentioned in "10 Points on the Salafee Manhaj",
"We hold that it is not permissible to spread the faults of the leaders, because doing this influences and brings about trials and afflictions (fitan), and causes them to spread."

At the "Islam in America" conference organized by SunnahPublishing.net, Br. Abu Khadeejah hafidhahullah was asked a question "Who are the Muslim rulers you keep referring to?" To that Br. Abu Khadeejah hafidhahullah gave a good reply. He said (paraphrased) that the Muslim rulers are the Muslims who rule the various Muslim countries around the world. Whether you call them King, Sultan, Khalifa, Ameer, Imaam, President, etc. - they all refer to "Wali ul Amr".

Regarding the forcible take-over of the Masjid al-Haram in 1400 AH by an individual named Juhaymaan al-Otaibi and his men, Shaykh Ibn Baaz said, "How can he defy an already existing government that has given the Bay'ah to one man, and create anarchy this way? It is authentically reported that the Prophet (peace be upon him) stated, When you are loyal to one man as your leader, you should smite the neck of any other person who seeks to undermine your solidarity or disrupt your unity, whoever he may be. Related by Muslim in his Sahih (authentic) Book of Hadith. When the Prophet (peace be upon him) accepted Bay`ah from his Sahabah (Companions), he made sure that they would not fight over leadership with their rulers, unless you notice them committing absolute Kufr (disbelief) for which there is a proof from Allah. (Sahih Bukhari - Book of Fitan)

Praise be to Allah, this country(Saudi Arabia) has never committed what obligates defying this order; those who permit rebellion in the country if it's people commit sins are Khawarij (separatist group that believes committing a major sin amounts to disbelief) who declare Muslims to be Kafirs (disbelievers) for committing sins, fight Muslims and ignore the Mushriks (those who associates others with Allah in His Divinity or worship). The Prophet (peace be upon him) described them in his statement: They quickly pass through (the teachings of) Islam just like an arrow passes through prey. He also said, Whenever you meet them, kill them, for you will be rewarded by Allah on the Day of judgment. (Agreed upon by Al-Bukhari and Muslim).

There are many known Hadiths about them. The Prophet (peace be upon him) also stated, Whoever finds that the governor appointed over them indulges in an act of disobedience to Allah, they should condemn the governor's act, but should not withdraw themselves from his obedience, for whoever separates from the Muslims will die as those who died in the times of Jahiliyyah (as rebellious sinners).(Sahih Muslim and others) He (peace be upon him) also stated in the Hadith of Al-Harith Al-Ash`ari , I order you to do five things Allah has ordered me to do: Jihad (fighting in the Cause of Allah), listening, obedience, Hijrah (a believer's migration to an Islamic land) and (sticking to) the group. If a person separates from the community a span's length, they remove the noose of Islam from their neck, unless they repent.(Sunan at-Tirmidhi & Musnad Ahmed)

There are many other Hadiths that stress this meaning.[1]

The following is one of the point listed in the Statement of the Council of Senior Scholars [2] regarding the crimes committed by these groups of individuals.

"Revolting against the Muslim ruler while Muslims are living in a state of stability, solidarity, love, exchanging advice and unity under his rule and authority that people all over the world envy. The violators belittled the crime of revolting against the Muslim ruler and gave up an effective pledge of obedience they gave to him.

In doing so, they forgot or neglected the Shari`ah texts mentioned in the Quran and Sunnah in this regard. Allah (may He be Exalted) says:(Surah Al-Nisa', 4: 59) O you who believe! Obey Allıh and obey the Messenger (Muhammad peace be upon him), and those of you (Muslims) who are in authority...

It is narrated in the Two Sahih (authentic) Books of Hadith (i.e. Al-Bukhari and Muslim)that 'Ubadah Ibn Al-Samit (may Allah be pleased with him) said: The Messenger of Allah (peace be upon him) called us and we took the oath of allegiance to him. Among the injunctions he made binding upon us was: Listening and obedience (to the ruler) in pleasure and displeasure, in adversity and prosperity, even when somebody is given preference over us, and without disputing the delegation of powers to a man duly invested with them (Obedience shall be accorded to him in all circumstances) except when you have clear signs of his disbelief in (or disobedience to) God - signs that could be used as a conscientious justification (for non-compliance with his orders). This is the narration of Muslim.

According to another narration in the Sahih [authentic book of Hadith] of Muslim on the authority of Ibn 'Umar (may Allah be pleased with him) that he heard the Messenger of Allah (peace be upon him) saying: "One who withdraws his hand from obedience (to the Amir) will find no argument (in his defense) when he stands before Allah on the Day of Judgment, and one who dies without having bound himself by an oath of allegiance (to an Amir) will die the death of one belonging to the days of Jahiliyyah (will die as a pagan)'.

In the Sahih (authentic) book of Hadith of Muslim on the authority of 'Abdullah Ibn 'Amr Ibn Al-'As (may Allah be pleased with both of them) that the Prophet (peace be upon him) said: He who swears allegiance to a Caliph should give him the pledge of his hand and the sincerity of his heart (i. e. submit to him both outwardly as well as inwardly). He should obey him to the best of his capacity. If another man comes forward (as a claimant to Caliphate), disputing his authority, they (the Muslims) should behead the latter.

In the Sahih (authentic) book of Hadith of Muslim on the authority of 'Arfajah Ibn Shurayh that the Prophet (peace be upon him) said: When you are holding to (one single man as your leader), you should kill the person who seeks to undermine your solidarity or disrupt your unity whoever is he." [3]

...these practices(building domes over graves, grave-worship, etc.) should be avoided by Muslims and banned by their leaders. Muslim authorities and rulers should stop ignorant people from committing this Shirk. This is an obligation on them, because they have been chosen by Allah to prevent what may harm the Ummah (nation), to bind people to do what Allah (may he be Glorified and Exalted) has obligated them to do, and to work for its public interest.

The ruling kings, emirs, and sultans have been appointed to establish Allah's Orders on His Earth and they are duty bound to execute His Rulings. It is the responsibility of the emir in the village, the ruler of the area, the sultan , the president of the republic, or any one in power to share in this good act. They must demolish these constructions, domes, and Masjids that have been built over the graves, and they should be leveled in the same way as the graves in Al-Baqi' (the graveyard of the people of Madinah, near the Prophet's Mosque) were during the lifetime of the Prophet (peace be upon him) and as they are today in Madinah.

I have heard the Friday khutbahs of Shaykh 'Abdul-'Azeez Aal ash-Shaykh (may Allaah bless him and preserve him) on the radio many times (the most recent time was last Friday) praying for the Custodian of the Two Mosques, by name: 'Abdullaah ibn 'Abdil-'Azeez Aal as-Su'ood, saying:

"O Allaah grant success to our imaam,
the imaam of the Muslims..."

Advice of Shaykh Ibn Baz to the Afghans

Praise be to Allah. May peace and blessings be upon the Messenger of Allah, his family, Companions, and whoever follows his guidance.

The disaster facing Afghani brothers worsened after the breakout of disunity and fighting among the Afghani Mujahidin (those who strive in the cause of Allah). Some even rebelled against the president of their country. Since it is obligatory upon the subjects to obey their ruler in Ma'ruf (that which is judged as good, beneficial, or fitting by Islamic law and Muslims of sound intellect), Muslims are sad at this news. Subjects should not rebel against or fight their rulers, since the Prophet (peace be upon him) said: You should kill whoever seeks to disrupt your unity when you are governed by a single leader .Related by  Muslim in his Sahih (authentic book of Hadith).It is authentically reported in many Hadiths that it is obligatory to obey the ruler, even if he oppresses or wrongs people unless he commits a plain act of Kufr, for revolt will result in rampant corruption and serious consequences that may exceed his wrong and oppression.

Therefore, our fellow Afghani Mujahidin should fear Allah (may He be Exalted) and work out their problems by mutual understanding and consultation rather than fighting and bloodshed. It is also impermissible for all striving squads to rebel against their Muslim country under arms, for this involves disobedience to Allah (may He be Exalted) and His Messenger (peace be upon him), and is considered a stimulant to spread anarchy, mischief and bloodshed without a just cause. Moreover, it is impermissible for the prime minister or any other person to renounce allegiance. People should not follow him in this. The Afghani people should assemble around their president, hear and obey him in Ma'ruf, and strive with him against the rebels.

The Prime Minister Hekmatyar , Dostum, and others should fear Allah (may He be Exalted), quit fighting and revolt, and resort to solve all problems peacefully. Furthermore, they should refrain from fighting and blood shed, pursuant to Allah's Saying (may He be Glorified):(Surah Al-Nisa', 4: 59) O you who believe! Obey Allaah and obey the Messenger (Muhammad صلى الله عليه وسلم), and those of you (Muslims) who are in authority. (And) if you differ in anything amongst yourselves, refer it to Allaah and His Messenger (صلى الله عليه وسلم), if you believe in Allaah and in the Last Day. That is better and more suitable for final determination. Allah (may He be Glorified and Exalted) also says:(Surah Al-Shura, 42: 10) And in whatsoever you differ, the decision thereof is with Allaah (He is the ruling Judge). This in in addition to the saying of the Prophet (peace be upon him) in the previous Hadith: You should kill whoever seeks to disrupt your unity when you are governed by a single leader And his saying (peace be upon him): Whoever observes an act of disobedience to Allah committed by their commander, should abhor this act, but never refrain from obeying him (i.e. the commander) In addition to his saying (peace be upon him): Whoever secedes from obedience (to the commander) and separates him/herself from Muslims main body then dies (in this state), will have died a death of Jahiliyyah (pre-Islamic time of ignorance i.e. deviated) There are many Hadiths mentioned to this effect.

Therefore, I recommend all Mujahidin to observe Taqwa to Allah (may He be Glorified and Exalted), solve all problems through mutual understanding and peaceful methods, and hasten to quit fighting and render the purified Shari'ah (Islamic law) as the source of judgment in all matters of dispute among insightful scholars. May Allah guide everybody to whatever pleases Him, gather their hearts on Taqwa, grant them all good end, and preserve them all from following the Satan and their lusts, for He is Most Generous and Bountiful.

May peace and blessings be upon our Prophet Muhammad, his family, and Companions![1]

Shaykh al-Albaanee said explaining the narration in which a companion said, "We gave the pledge to Allahıs messenger (SallAllaahu 'alayhi wa sallam) that we would listen and obeyı" after he(al-Albaanee) refuted the Khawaarij, he said: What is meant is that they (the Khawaarij) introduced an evil methodology in Islam, and they made rebellion against Muslim governments a religious fundamental throughout time. They did this despite the prophet (SallAllaahu 'alayhi wa sallam) explicitly warning against them in many Ḥadeeth, from them is his (SallAllaahu 'alayhi wa sallam) statement: "The Khawaarij are the dogs of Hell." And (they also persist in their crimes) despite the fact that they have not witnessed clear, explicit disbelief from their leaders; anything less than that may be oppression and sin (but not disbelief). History repeats itself as they say, because today some of the Muslim youth have begun to germinate and sprout, not having understood the religion except a little. They consider that the governments do not rule by what Allah has revealed except seldom. So they believe in inciting rebellion against them, having never consulted with the people of knowledge, understanding, and wisdom. Instead, they stubbornly and recklessly instigate tribulations and bloodshed in places like Egypt, Syria, Algeria, and even before at the sacred mosque in Mecca. By all this, they contradict authentic Ḥadeeth that the actions of Muslims have always been based upon past and present, except by the Khawaarij.[2]
