as-salaam alaykum,

Can anyone elaborate about a group calling themselves muslims-unite.  

They claim that since 1993 a man called Mohammed Al-Rafai is the Ameer al-mumineen and it is waajib to make bay'aa to hime and not to do so is a sin.

Does anyone know these people, and what are they upon?

This man I believe also goes by his kunya Aboo 'Eesa and I think he resides in the UK.
