Bismillaah Al-Hamdulillaah wa salatu wa salaamu 'ala rasulullaah
Amma ba'd  

Allaah said (what means):
quote:
O you who believe! Obey Allaah and obey the Messenger (Muhammad), and those of you (Muslims) who are in authority. (And) if you differ in anything amongst yourselves, refer it to Allaah and His Messenger, if you believe in Allaah and in the Last Day. That is better and more suitable for final determination. (An-Nisa, ayah 59)
  

The Obligation of Obedience to the Rulers

Below are authentic ahadeeth from the Messenger of Allaah (salallaahu 'alaihi wa sallam), who comanded us to obey the Muslim rulers, whether they are just or unjust.

quote:
Whosoever obeys the ruler has obeyed me and whoever obeys me had obeyed Allaah; and he who disobeys the ruler has disobeyed me and whoever disobeys me has disobeyed Allaah. (Al-Bukhaaree and Muslim)


quote:
Whoever sees from his leader something of disobedience to Allaah, then he should dislike [in his heart] what he does of sinning against Allaah, but he must not remove even a hand-span away from obedience (to him). (Muslim, no. 1855)


quote:
Whoever meets Allaah (meaning whoever dies) with no allegiance of obedience upon him, then he dies a death in a state of Jaahiliyyah (pre-Islaamic state of ignorance). (Muslim, no. 4770)


quote:
All my followers will enter Paradise except those who refuse. They said, "O Allaah's Messenger! Who will refuse?" He (salallaahu 'alaihi wa sallam) said: Whoever obeys me will enter Paradise, and whoever disobeys me is the one who refuses (to enter it). (Bukhaaree, Muslim).
[The 'ulemma explain that this hadeeth regards the Muslims]

Imaam Ash-Shawkaanee (died 1250 A.H.) said in his book Raf'-ul-Asaateen fee Hukm-il-Ittisaal bis-Salaateen (pg. 81-82):

It is well established in the Mighty Book (Qur`an) that we are commanded to obey the ruler. Allaah put obeying the rulers after obeying Him and obeying the Messenger (salallaahu 'alaihi wasallam). There are many ahaadeeth in the purified Sunnah, i.e. the main collections, and other books that state that it is obligatory to obey them [the rulers] and to be patient with their oppression.

One of the ahaadeeth in which the Prophet (salallaahu 'alaihi wasallam) commanded us to obey them [the rulers] consists of the words: '...even if he beats your back and takes your money.' It is also authentically reported on him (salallaahu 'alaihi wasallam) that he said: 'Give them what they are entitled to (of rights), and ask Allaah for what you are entitled to (of rights).'

Verily there will be rulers who will be above you and you will know of (some of) what they do and you will wonder about some of what they do. [Meaning you approve of some and disapprove of some of what they do]. They said, 'What do you command us to do o Messenger of Allaah?' Shall we not raise the swords to their faces (i.e. fight them)?' He said, No, give them their right and ask Allaah for what is your right (that has been taken from you by them).

The Prophet (salallaahu 'alaihi wasallam) was asked regarding the unjust rulers, 'Shall we not fight them?' to which he (salallaahu 'alaihi wasallam) responded: No, except if you see a very clear kufr from them and you have proof from Allaah that this is kufr. In another narration this is explained further, he (salallaahu 'alaihi wasallam) said, No, as long as they do not prevent you from salaah

He who wants to give the ruler advise, do not advise him openly, but inform (advise) him secretly. And if he obeys (accepts), then that is good. And if he does not, then you have done that which is upon you.

We have further explanation in the following hadith that shows the wisdom in not rebelling against the ruler, and the virtue of obeying Allaah and His Messenger (salallaahu 'alaihi wa sallam), and the outright consequence of disobeying Allaah and His Messenger (salallaahu 'alaihi wa sallam) for those who fear standing before Allaah on the Day of Judgement:

It is reported that the Prophet (salallaahu 'alaihi wasallam) said, There will be rulers who will come amongst you who will delay the prayer from its time. They asked, 'What should we do?' He (salallaahu 'alaihi wasallam) said, 'Pray in your homes at the time of the prayer and then pray with them.' They asked why he (salallaahu 'alaihi wasallam) advised them with that and he (salallaahu 'alaihi wasallam) said: So that the blood will not be shed.

Al-Irbaad ibn Saariyah (radialahu 'anhu) reported: One day the Messenger of Allaah (salallaahu 'alaihi wasallam) delivered to us a very eloquent khutbah on account of which eyes shed tears and hearts...due to what was in it. A man said: 'O Messenger of Allaah, this is as if it were a parting advice. So advise us.'

He (salallaahu 'alaihi wasallam) said: I admonish you to fear Allaah, to listen and obey (to the rulers) even if an Abyssinian (Ethiopian) slave is appointed as your leader. For whosoever among you shall live after me, will see much discord.

'Arfajah Ibn Shurayḥ reported that the Messenger of Allah (salallaahu 'alaihi wasallam) said: Whoever comes to you while you are all in a state of unity and he seeks to cause rebellion and tries to divide you, then (the legitimate ruler could) execute him. (Muslim 1852.) Note: this is a conditional, legitimate capital punishment verdict to be determined and carried out by legitimate leaderships or governments - not by individuals]


Subhanak Allaahuma wa bihamdika ash-hadu anlaa illaaha illa anta astaghfiruka wa atubu ilayk  

If I said anything correct, then it is from Allaah (subhanahu wa taa'ala), and if I erred, then that is from me and shaytan.
