From the magnificent book ?Silsilah al-Ahaadeeth as-Saheehah wa shai min fiqhihaa was fawaaidihaa? by the Noble Imaam, the Mujaddid, the Mujaahid, the Muhaddith Abu Abdur Rahmaan Muhammad Naasir ud-Deen al-Albaanee (rahimahullaah).

Hadeeth no. 149, Page 278.
quote:

?The one who fills himself while his neighbour next to him is hungry, is not a believer.?

Reported by al-Bukhaaree in ?al-Adab al-Mufrad? (112) and at-Tabaraanee in ?al-Kabeer? (3/175/1) and al-Haakim (4/167) and similarly Ibn Abi Shaibah in ?Kitaab ul-Imaan2 (2/189) and al-Khateeb in ?Taareekh Baghdaad? (10/392) and Ibn Asaakir (9/136/2) and ad-Diyaa in ?al-Mukhtaarah? (62/292/1).


The Shaikh discusses the narrations reported by way of Anas, Ibn Abbaas and ?Aaishah and says,

quote:


I say: And the hadeeth contains a clear proof that it is impermissible for the rich neighbour to leave his neighbours hungry. So it is obligatory upon him to offer them that which will repel their hunger. And similarly to clothe them if they are without clothes and other types of necessities.

So the hadeeth contains an indication that there is a right upon the wealth other than zakaah. So let the rich people not think that they are free from their responsibilities by  giving the zakaah on their wealth on a yearly basis. Rather there are other rights upon them due to urgent circumstances and situations which are obligatory upon them to fulfil. Otherwise they enter into the threat of His, the Most High, saying,

?And those who hoard up gold and silver and spend it not in the Way of Allaah, announce unto them a painful torment. On the Day when that will be heated in the Fire of Hell and with it will be branded their foreheads, their flanks, and their backs, (and it will be said unto them), ?This is the treasure which you hoarded for yourselves. Now taste of what you used to hoard.?? (at-Tawbah: 34-35)
