The Worst of the Khawaarij are "The Qa'idiyah," those who Incite the People to Fight the Muslim Rulership!

The Salaf of the Ummah - ya ikhwaan - even with regards to the rulers, said it is forbidden to raise the sword against the Muslim ruler. But did they stop there? No! It is forbidden also to incite the people. And they say that the worst of the Khawaarij, whom the Messenger of Allaah (salallaahu 'alaihi wa sallam) described as kilabu-nar, "dogs of the hellfire,"...  

And likewise, Abu Ummammaah (radiallaahu 'anhu), when he saw them, he saw that 70 of them had been executed - their heads decapitated - by the ruler of the time. They were decapitated and put on the street to Damascus, on the road leading into Damascus. And he looked at them and said, "kilabu-nar, kilabu-nar, kilabu-nar." Three times, showing that the way of the Salaf, ya ikhwaan, was detailed [with] explanation.

So when a person comes and he says, "okay, it's forbidden (like we say it's forbidden to raise the sword).

[We tell him:] It is also forbidden to speak against the Muslim ruler. [This is] from the usool (fundamentals of the religion). So much so that the Salaf of this Ummah said that the worst of the Khawaarij are the Qa'idiyah, the inciters, who sit in one place and they incite others to go out and rebel against the Muslim ruler. And to go out and spill the blood of others [whose blood] it is forbidden to spill. So they are known as the Qa'idiyah as Ibn Hajar (rahimahullaah) mentioned. The Qa'idiyah are the ones who, literally, just sit in one place and they incite others to go forward and commit acts of tyranny and terror and murder and killing and so [forth].


Like you find today, the Qa'idiyah are present today. Abu Hamza al-Masri - he's a Qa'idi.  This [url=http://www.salafitalk.net/st/viewmessages.cfm?Forum=26&Topic=6032]'Abdullah Faisal in Jamaica[/url] - he's a Qa'idi. He's not a person to pick up a sword, himself, and kill, but he'll grab a few people and incite them to go out and kill. Likewise, Abu Qatada al-Filistini - he's a Qa'idi.  

And then you have those who act, like those who bombed the tubes in London on the seventh of July three years ago, two years ago. Or those who did the bombings in Madrid in Spain a few years ago. Those individuals are those who go out and carry the sword as it were. They are the ones who go out and spill the blood of people whose blood it is haram to spill. But the Salaf, look where they [stood].  

That person might say 'ok, it's haram to pick up the sword and fight with the sword against the ruler, or spill the blood of anybody else. But I wish to speak against the Muslim ruler.' [Is this] permissible? No. Why? Because the Qa'idiyah are the pathway, the avenue that leads the people and springboard the people to those actions. So the manhaj of the Salaf, ya ikhwaan, was a manhaj of tafseel (detail).

And likewise, we find the hadeeth of the Messenger of Allaah (salallaahu 'alaihi wa sallam), reported by Imam At-Tirmidhi, who mentions the hadeeth [narrated by] Thawban (radiallaahu 'anhu). The Messenger of Allaah (salallaahu 'alaihi wa sallam) said:

Inna ma akhaafu 'ala Ummati 'al A`immatil mudaaleen (That which I fear most for my Ummah are the Imams of misguidance).


What the Messenger of Allaah (salallaahu 'alaihi wa sallam) feared most for this Ummah is that there will be individuals leading other people astray, just like in the hadeeth [narrated by] Hudhaifa ibn al-Yamaan (radiallaahu 'anhu). Hudhaifa ibn al-Yamaan asked the Messenger of Allaah (salallaahu 'alaihi wa sallam) when he said:

sifhum lana (describe them to us).


Describe who to us? Describe the group of people about whom the Messenger of Allaah (salallaahu 'alaihi wa sallam) said:
quote:
Du'aat 'ala abwaabi jahannam (callers to the gates of the hellfire).
That there will be callers upon the gateways to Jahannam. Upon the doors to Jahannam, there will be shayaatin. Callers. And when Hudhaifa asked the Messenger of Allaah (salallaahu 'alaihi wa sallam), "Describe them to us, ya Rasulullaah."

Is this not tafseel; is this not detail? Did Hudhaifa say, khalaas (that's it) that's enough for me, let me go home now." He wanted to know who these du'aat 'ala abwaabi jahannam (callers to the doors of the hellfire) were.  

Then the Messenger of Allaah (salallaahu 'alaihi wa sallam) said:
quote:
humm min jildaatina (they are from ourselves) wa yatakalamoona bi alsinatina (and they speak with our language).
Meaning that they are from the Muslims, but they are callers to Jahannam. So a person may say, no, they are kufaar.  Say [to them]: No!; this is your false understanding. That a person may deviate from the Sunnah of Allaah's Messenger (salallaahu 'alaihi wa sallam), be a caller to the gates of the hellfire, but still be a Muslim! It's possible, because his deviation has not reached the level of kufr that exits him from the fold of Islaam.

The Worst of the Khawaarij

'Abdullah Bin Muhammad Ad Da'eef (rahimahullah) - one of the Imaams of the Salaf - said:

quote:
"The Qa'ad (i.e. the Qa'adiyyah) of the Khawaarij are the worst and most vile of the Khawaarij."




Subhanak Allaahuma wa bihamdika ash-hadu anlaa illaaha illa anta astaghfiruka wa atubu ilayk

He (sallal-laahu-alayhi-wasallam) said that were he to meet the khawaarij, he would kill them like the killing of the nation of Aad and Thamood.


He [sallal-laahu-alayhi-wasallam] also said:


'Had it not been that the dogs were a nation amongst the nations, I would have commanded that they be killed'[1]


Shaikh Falaah Ismaa-eel stated: So the sensible person compares, and he contemplates on that which the Messenger of guidance and mercy (sallal-laahu-alayhi-wasallam) wished to do with these ones (i.e. the khawaarij) despite their worship, their salaah, their fasting and recitation of the Qur'aan; and that which he (sallal-laahu-alayhi-wasallam) forbade himself and others from doing to the dogs.[2]
