Pronouncing the Du`a' when riding inside a lift

Q: Sister S. M. A. from  Makkah Al-Mukarramah is asking: is it permissible to pronounce the Du'a' (supplication) when we take the lifts which people use to move from one floor to another? Are there any particular situations for pronouncing this Du'a'? Please, advise. May Allah reward you the best!

A: The Du'a' for riding is desirable when riding an animal, car, airplane, ship or other means of travel. As for the normal riding inside a country or an elevator, I do not know any evidence on the permissibility of pronouncing this Du'a' in this case.

However, it is quite well-known to scholars that all acts of worship are Tawqifiy (bound by a religious text and not amenable to personal opinion) and only prescribed by Allah (may He be Exalted) through the evidence of the Qur'an, Sunnah, and Ijma'. Allah is the One Who grants Success.

I came across this recently - I believe it is the original arabic version of the fatwa brother Moosaa posted above. wAllaahu 'alam.

حول دعـاء الركوب في المصعـد

[Question:]
هل يسن أن نقول دعاء الركوب عندما نركب في المصعد الموجود في المباني والذي يصعد بالناس من طابق إلى طابق وهل هناك حصر للحالات التي يقال فيها هذا الدعاء؟ . أرشدونا جزاكم الله خيرا .

[The Shaykh (رحمه الله)'s Answer:]
دعاء الركوب إنما يستحب عند ركوب العبد للدابة أو السيارة أو الطائرة أو الباخرة أو غيرها لقصد السفر . أما الركوب العادي في البلد أو في المصعد فلا أعلم في الأدلة الشرعية ما يدل على شرعية قراءة دعاء السفر .
ومعلوم عند أهل العلم أن العبادات كلها توقيفية ، لا يشرع منها إلا ما دل عليه الدليل من الكتاب أو السنة أو الإجماع الصحيح ، والله ولي التوفيق .

Shaykh 'Abdul-'Azeez Ibn Baaz (may Allaah have Mercy on him) was asked about people who make the supplication for mounting a form of transportation when getting into an elevator.  He replied:

The supplication for mounting (a form of transportation) is only recommended when one mounts an animal, gets into a car, or boards a plane, boat, or other form of transportation, intending to travel.  Regarding ordinary uses of forms of transportation within the city, or using elevators, I know of no textual evidence that could establish that as a legislated time to recite the supplication of travelling.

And it is well known to the scholars that acts of worship are towqeefiyyah (restricted to evidence), nothing can be legislated other than what has been indicated by the evidences of the Book and the Sunnah, or established scholarly consensus, and Allaah is the Granter of success.
