If one has the first two categories of Tawheed down, but deviates from the correct belief in the 3rd category of Tawheed. For example, let's say one interprets Allah's Hands to mean His Power. Does this take a person out of the fold of Islam?

It depends on the type of deviation in that 3rd category. The scholars do not declare the Ashaa'irah outside of Islaam, while they deviate in this category, as mentioned in your example.
