A Question to Ash-Shaikh Yahyaa Al-Hajooree Regarding Tabdee? and Takfeer

Title of the question: Seeking an explanation regarding an issue related to declaring someone an innovator (Tabdee?), and declaring someone a disbeliever (Takfeer)
Text of the question: Noble Shaikh, may Allaah bless you and benefit others by you. We are a group of Salafi youth and there is a matter that has caused some confusion for us. It was mentioned to me by one of the brothers in one of the gatherings, and it is as follows:
?The disbeliever according to us may not be a disbeliever with Allaah, even if he was from other than the people of Al-Fatrah (the time between the coming of Prophets in which no Prophet came to those people).?
The second statement: ?That the innovator according to us may be according to Allaah, a Waliy from the Awliyaa? of Allaah (i.e. a righteous man who is close to Allaah).? And he (the brother who said this) attributed this statement to Ash-Shaikh Ar-Ruhaylee.
Answer: His statement: ?The disbeliever according to us may not be a disbeliever with Allaah, even if he was from other than the people of Al-Fatrah.? This statement is not correct, because indeed Allaah explained the truth and the falsehood, and disbelief and Islaam in His Book (the Qur?aan). And His Messenger (sallallaahu ?alayhi wa sallam ? may prayers of blessing and peace be upon him) explained it, and he did not leave the people to their own ideas and statements.
The second statement: ?Verily the innovator according to us may be according to Allaah, a Waliy from the Awliyaa? of Allaah,? and he attributed this statement to Ash-Shaikh Ar-Ruhaylee. This statement is not correct, because Allaah says: ?And what is there after the truth except misguidance?? And the Prophet (sallallaahu ?alayhi wa sallam ? may prayers of blessing and peace be upon him) says, ?Whoever introduces into this affair of ours what is not from it, then it is rejected.?

المقولة الثانية: ان المبتدع عندنا قديكون عند الله وليامن أوليائه، ونسبها الى الشيخ الرحيلي.
نص الجواب: الجواب: قوله: الكافرعندنا قد يكون عند الله ليس بكافر، ولو كان من غير اهل الفترة.
هذا الكلام ليس بصحيح؛ لأن الله قد بين الحق والباطل والكفر والإسلام في كتابه، وبينه رسوله صلى الله عليه وسلم، ولم يحل الناس إلى أفكارهم وأقاويلهم.

هذا الكلام ليس بصحيح؛ لأن الله يقول: فماذا بعد الحق إلا الظلال، والنبي صلى الله عليه وسلم يقول: من أحدث في أمرنا هذا ما ليس منه فهو رد
قال الشيخ ابن باز الطائفة المنصورة هي الفرقة الناجية هما واحدة هم أهل السنة و الجماعة و هم السلفيون
