Bismillahi wa salaatu wa salaamu ala arasoolullahi wa ala alihe wa ashabihee ajma'een, wa ba'ad:

As sallaamu alaikum wa rahmatullaahi wa barakatuhu,

I am a country boy from the deep south and at times the city can be a challenge for me.  I have had the opportunity to see the down and dirty of american society in a most undesirable chain of events and circumstances.  Don't get me wrong the southern folk have their problems too.  I believe though the level of problems are far more open and widely spread in the city or "up north".  Anyway to get to my question, I want to know what is the proper manner when it comes to dealing with the beggers from amongst the non-muslims.  

As I have been able to observe most of them seem to be from the majaneen(those who are not of sound mind) or the drunks.  Now I am not one who takes a general view of everyone based on the specific actions of some indviduals so I cannot and will not say that all of those who ask for help only want money for drugs, alcohol, or something other than what will be of benefit to them.  I do know that we are very much accountable for how we disperse our wealth.  From what I do know is that giving money to someone who is not of sound enough mind to do what is correct with it is not permissable.  Yet what about those who appear to be in need of the money(???????).  

Okay the short version of my question is:

"Do I give money to the beggers from amongst the non-muslims(and sometimes muslims or those who make claim to be) that approach me on the street and "leave it with Allaah" or do I turn them down and go about my business?"

Any insight or guidance on this matter would be highly regarded and appreciated.

CHAPTER: One for whom begging is permissible  

No. 2271

Qabisa b. Mukhariq al-Hilali said: I was under debt and I came to the Messenger of Allaah (sallAllaahu alayhi wa sallam) and begged from him regarding it. He said: Wait till we receive Sadaqa, so that we order that to be given to you. He again said: Qabisa, begging is not permissible but for one of the three (classes) of persons: one who has incurred debt, for him begging is permissible till he pays that off, after which he must stop it; a man whose property has been destroyed by a calamity which has smitten him, for him begging is permissible till he gets what will support life, or will provide him reasonable subsistence; and a person who has been smitten by poverty. The genuineness of which is confirmed by three intelligent members of his people, for him begging is permissible till he gets what will support him, or will provide him subsistence. Qabisa, besides these three (every other reason) for begging is forbidden, and one who engages in such consumes that what is forbidden.


CHAPTER: Disapproval of begging from people  

No. 2266

Abu Huraira reported Allaah's Messenger (sallAllaahu alayhi wa sallam) as saying: He who begs the riches of others to increase his own is asking only for live coals, so let him ask a little or much.


No. 2267

Abu Huraira is reported to have heard the Messenger of Allaah (sallAllaahu alayhi wa sallam) as saying: It is better for one among you to bring a load of firewood on his back and give charity out of it (and satisfy his own need) and be independent of people, than that he should beg from people, whether they give him anything or refuse him. Verily the upper hand is better than the lower hand, and begin (charity) with your dependants.


CHAPTER: Giving charity to one who begged importunately or with uncivility

No. 2296

Anas b. Malik reported: I was walking with the Messenger of Allaah (sallAllaahu alayhi wa sallam) and he had put on a mantle of Najran with a thick border. A bedouin met him and pulled the mantle so violently that I saw this violent pulling leaving marks of the border of the mantle on the skin of the neck of the Messenger of Allaah (sallAllaahu alayhi wa sallam). And he (the bedouin) said: Muhammad, issue command that I should be given out of the wealth of Allaah which is at your disposal. The Messenger of Allaah (sallAllaahu alayhi wa sallam) turned his attention to him and smiled, and then ordered for him a gift (provision).


CHAPTER: Miskeen (poor man) is one who does not find enough to satisfy him and the people do not consider him (needy) as to give him charity  

No. 2261

Abu Huraira reported Allaah's Messenger (sallAllaahu alayhi wa sallam) as saying: The poor man (miskeen) is not the one who goes round to the people and is dismissed with one or two morsels and one or two dates. They (the Prophet's Companions) said: Messenger of Allaah, then who is miskeen? He said: He who does not get enough to satisfy him, and he is not considered so (as to elicit the attention of the benevolent people), so that charity will be given to him and he does not beg anything from people.

Bismillahir Rahmaanir Raheem,

wasalaamu alaikum wa rahmatullaahi wa baraktuhu,

This was very beneficial in and of itself but I still am not sure about how I should deal with the people who beg of me on the streets.  I blame my ignorance more than anything so I ask even further, do I give them anything or do I just leave them as they are?
