QUESTION: This is a question from Britain, and the questioner asks:
What is the correct stance regarding acting upon the Prayer-timetables which are printed and circulated amongst many of the people, especially in the West? Is the fact that the time has entered according to the timetable sufficient, or is it better to wait a little, as a precaution?

ANSWER: This requires practical experience and precise testing of these timetables, such that they are studied by the Muslims and compared with the natural world, as is said. The time for Fajr on the timetable should be looked at: at what hour and what minute. Then the person should go outside the city to those places where there are no lights, and the natural light of the dawn should be observed: just as the Messenger (صلى الله عليه و سلم ) described (it). So if he sees that it conforms to that, then he confirms it; and if he sees that it is at variance, then he should say to the Muslims: It is contrary, and you should instead wait for such and such (time).

And this problem is found in the land of the Muslims at present. In Morocco and elsewhere, in Algeria, and elsewhere, unfortunately. The Muslims have come to having a state of having no concern for their Prayers. So therefore some people complain that they bring it forward before the actual time of fajr by a quarter of an hour approximately.

We say to the Salafis: Find out through testing: go outside the cities and examine the time of Fajr in a place far-removed from these lights and these things; the Fajr will clearly appear to you, truly and in reality. So if it conforms, then all praise is for Allaah; and you can relax from the doubts, problems, misunderstandings, and from causing trouble to the people. If it does not conform, then we should say what the reality is, and we should put that forward to those in charge of the religious affairs and others: We have tested, and we are prepared to test for a second time, along with you: we have seen such and such: and these timetables are contrary to the reality.
This is my view concerning this matter.
