RECITING THE PORTION DUE IN THE QIYAAM PRAYER IN THE `ISHAA AND FAJR PRAYER

* The ruling on completing the recitation of the Qurıaan in the Taraaweeh Prayer, by Shaikh Ibn Baaz -rahimahullaah:
Question:Some imaams are not able to complete the whole Qurıaan in the Qiyaam (Prayer) of Ramadaan, so therefore some of them resort to reciting it outside the (Qiyaam) Prayer, so that he is able to complete the Quraan on the twenty seventh night. [So is there any proof for that in the pure Islamic Legislation? May Allaah reward you with good.
Answer: I do not know of any basis for this; and the Sunnah for the imaam is to cause the followers to hear the whole of the Qiyaam (Night Prayer) of Ramadaan, if that is easy for him, without bringing about difficulty for them. So if that is not easy, then there is no harm, even if he does not finish it; and it is authentic from Allaahıs Messenger ( صلى الله عليه و سلم)  that he said: << Whoever does an action which our affair is not in accordance with, then it is rejected.>> Reported by Muslim in his Saheeh.

Question:Many imaams are eager to complete the whole Quraan in the Taraaweeh and Tahajjud Prayers, so that the congregation can hear the whole of the Quraan, so is there any harm in that ?
Answer of Shaikh Ibn Baaz -rahimahullaah: This is a good action, so the imaam recites a juz or less every night; however in the last ten nights he increases, so that he can finish and complete the Quraan. This is if it is easy, with hardship. Likewise the supplication for the completion was performed by many of the righteous Predecessors; and it is established from Anas -radiyallaahu `anhu- the servant of the Prophet ( صلى الله عليه و سلم) that he did it; and there is a great deal of good in that, and what is legislated for the congregation is that they should say Aameen to the supplication of the imaam, hoping that Allaah accepts it from them. And al-`Allaamah Ibnul-Qayyim brought a chapter in his book Jalaaıul-Afhaam fis-Salaati was-Salaam `alaa khairil-Anaam in which he mentioned the condition of the Salaf in giving importance to the completion of the Quraan, so we advise that one refers to it, for additional benefit.

Question (to Shaikh Muhammad ibn Saalih al-`Uthaymeen -rahimahullaah):
An imaam prays the `Ishaa and the Fajr Prayer whilst holding the mus-haf  so that he can complete the recitation of the (whole) Qurıaan in the Taraaweeh Prayer?
Answer:We ask Allaah to grant us and you wisdom and beneficial knowledge. Some people think the the (whole) Quraan must be completed in the Taraaweeh Prayer. So I say: It does not occur in the Sunnah from Allaahs Messenger (صلى الله عليه و سلم), nor from the rightly-guided khulafaa, as far as I know, indeed nor from the Companions, that they would constantly adhere to finishing (the recitation of the whole Qurıaan) in the Taraaweeh Prayer. According to what we have read they would perhaps complete it once, or twice, or not complete it. However some of the scholars -rahimahumullaah- said: It is befitting that he does not fall short of completing it in the Taraaweeh Prayers, and not in the `Ishaa Prayers. Since he may recite in the Obligatory Prayer that which is from the recitation due in the Taraaweeh Prayer, and have behind him those who do not pray the Taraaweeh Prayer with him; or there may be a person who comes after the `Ishaa Prayer, and will thus have missed a portion of recitation of the whole Quraan. So there is an ijtihaad in other than its due place. Rather what has more right is that the imaam makes the recitation in the `Ishaaı Prayer as usual; and the recitation of the Taraaweeh Prayer separate. If he completes the whole Qurıaan, (then this is good); and if he does not complete it, then that will not harm.
[al-`Allaamah Ibn `Uthaymeen: Jalasaat Ramadaaniyyah: 21/15]

Shaikh Ibn `Uthaymeen -rahimahullaah- was asked: May Allaah treat you in a fine manner, and bestowing blessings upon you, this questioner says to the programme: Is what is best in the Taraaweeh Prayers that I should complete the whole of the Qurıaan in Ramadaan, and I am an imaam in one of the mosques?
So he -rahimahullaahu ta`aalaa- responded: Yes, the scholars say: What is best is that he recites the whole  Quraan whilst leading the congregation, so that they can hear all of it. However this is an istihsaan (something deemed to be good upon the basis of deduction) from some of the scholars, so if it is easy then that is good; and if not, then it is not an obligation. Many people love that the Quraan is completed for the supplication for the completion of the Qurıaan (du`aaıul-khatmah) which comes in the Prayer. This is despite the fact that the supplication for the completion of the Quraan, which occurs in the Prayer when the Qurıaan is completed is a point of disagreement between the scholars. Some of them hold it to be something recommended, and some of them do not hold it to be recommended. However something that is to be criticised is that some imaams recite the whole Qurıaan , but they divide it: reciting some of it in the Obligatory Prayers. Meaning that they they recite a portion of what is to be recited in the Taraaweeh Prayers in the Obligatory Prayers. So in this case he will not have caused the congregation to hear it, and he will not have completed the Quraan with them. So it is a practice which does not have a proof. So what has more right is that he recites whatever is easy; and that his recitation should not lead him to recite so quickly that he makes the Quraan like fast-paced poetry/gibberish: so that their remains no relish and no delight in the Qurıaan; and such that the imaams desire becomes just to finish his appointed portion of the recitation.

al-`Allaamah Saalih al-Fawzaan -hafizahullaah:
Question to al-`Allaamah al-Fawzaan -hafizahullaah:
'May Allaah treat you in a fine manner, O person of virtue: The scholars mention that it is recommended for the imaam in Ramadaan to cause those who are praying to hear the whole of the Quraan. So this is difficult for some of the imaams if it is restricted to the Taraaweeh and the Qiyaam Prayers alone. So may they recite the Quraan from its beginning in the loud Obligatory Prayers, and then complete it in the Taraaweeh Prayers, and so on?
Answer: O brothers! One who is not able to recite the Quraan in the Taraaweeh Prayers, from the start of the month to its end should not become an imaam; he should leave the office of being an imaam, leaving it for one who is able. As for entering the loud Prayers into the Taraaweeh, and reciting from the Quraan in them, so that he can complete the Quraan, then this is something which the Salaf did not do, and nor is it something known. So we should not introduce anything from ourselves. The whole Quraan should be recited in the Taraaweeh Prayers, from the first night to the last night. It should be completed in the last night in the Taraaweeh Prayer; and the recitation in the Obligatory Prayers is something independent: with a different recitation. As for the one who is not ready to complete the Quraan in the Taraaweeh Prayers and the Tahajjud Prayer, then he should not be an imaam; another imaam should be appointed, who is able to carry this out.
