Jazaakallahu khayran for that quote. Here is a quick translation.
 | quote: |
As-Salaamu Alaykum wa Rahmatullaahi wa Barakaatuhu I contacted Shaykh Rabee on Wednesday, 10/04/2002 and asked him the following: O Shaykh, a fatwa has been quoted from you that al-Jarh wat-Ta'deel is only for the Major Scholars and not for the small [ones] in knowledge? The Shaykh said, "Yes, this is concerning the subject of riwaayah (i.e. pertaining to the narrators)." [I said], "Fine of Shaykh, if I found a man reviling the scholars or mixing with the Innovators, and then I advised him, but he did not stop, then do I warn from him?" He said, "Yes, because this is from the subject of shahaadah (witnessing, observing), and shahaadah is shared by both the scholar and the ignorant one. And then this is a munkar and all the people, the scholar and the ignorant one have been commanded to reject the munkar. If you saw a man for example, drinking alcohol, then we show rejection to him, because these affairs are known and are not hidden matters."...

Also we posted a series of articles on here that give tafseel from all the sayings of the scholars concerning this particular subject. http://www.salafitalk.net/st/viewmessages.cfm?Forum=14&Topic=1414 THE FALSE PRINCIPLES OF ABUL-HASAN AL-MA'RIBEE CONCERNING AL-JARH WAT-TA'DEEL AND REFUTING THE OPPOSERS Over the past few years the slogan of Abul-Hasan al-Ma'ribee, "there is no one found in the West who is capable of al-Jarh wat-Ta'deel" was spread by which it was intended to silence the Salafees from making their da'wah clear and separate from the Innovators. This slogan spread, and led many people to treat the many separate matters such as tabdee', radd, naqd, naseehah, bayaan, tahdheer, mulaahadah, mu'aakhadah, to be all synonymous and represented under the term "Jarh", and this created much confusion with respect to what is permissible and not permissible with respect to the Innovators of refutation, disparagement, revilement. And what is permissible with respect to those who deviate in the manhaj and the hujjah is established upon them. And with respect to those in whom there are errors in the manhaj which could affect others. And with respect to those who are upon the Salafee aqeedah and manhaj in knowledge, action and walaa and baraa, but err and make isolated mistakes. So these articles offer some clarifications from the Scholars with respect to each of these situations.
Shaykh ?Ubayd al-Jaabiree on the Principle of Abul-Hasan al-Misree in Restricting Refutation of the Opposers to the Science of Jarh and Ta?deel The Shaykh affirms the principle of refuting the opposer and confirms that there is from it that which the Salafees in general can perform in matters that are clear, and there is that which is for the Scholars alone. http://spubs.com/r.cfm?ID=MNJ150010

Shaykh Faalih al-Harbee on the Principle of Abul-Hasan al-Misree in Restricting Speech Upon the Innovators To the Science of Jarh and Ta?deel The Shaykh replies to one of the slogans first raised by Abul-Hasan al-Ma'ribee in the UK a number of years ago, and by which he attempted to silence the Salafees from speaking against the Innovators, warning from them and making baraa'ah from them. http://spubs.com/r.cfm?ID=MNJ150009

Shaykh ?Ubayd al-Jaabiree on Refuting Opposition and Passing Judgements Upon Those From Whom Opposition Occurs Shaykh 'Ubayd al-Jaabiree explains the necessity of refuting the errors that occur from within Ahl us-Sunnah with evidences and proofs, but not to be hasty in making tabdee' (declaring people to be innovators) upon those who make genuine errors and mistakes. http://spubs.com/r.cfm?ID=MNJ150011

Shaykh Faalih al-Harbee on Issues Related to Advising Correcting, Warning and Expelling from Salafiyyah The Shaykh answers questions relating to warning from the callers, and whether warning equates to jarh that expels from Salafiyyah, and whether it is possible for a Salafee to leave Salafiyyah by falling into errors. http://spubs.com/r.cfm?ID=MNJ150008

The Crime of Tamyee' upon the Salafee Manhaj: Part 8 Shaykh Ubayd al-Jaabiree explains what is Tamyee` and who is the Mumayyi`, and explains that the Mumayyi` is the one who is ignorant of the Manhaj, or the one amongst the Hizbees who shows two faces outwardly, but is really with the Hizbees internally. http://spubs.com/r.cfm?ID=BDH050014
