Narrated abu Haraiah (Radiyallaahu anhu wa ardaa) that he said; Indeed I saw seventy from Ahlus Suffah (the poor that lived in an enclosed part of the mosque), not a man from amongst them having a cloak, either an Izaar (waist cloth) or a garment. They would tie, wrap it around their necks and from it some would reach half way down the shins and some would reach the two ankles, he would hold it together with his hand out of disliking that his private parts would be seen.
