Shaykh Saalih al-Fowzaan (may Allaah preserve him) was asked this morning, the 21st of Sha'baan, 1430, at King Su'ood Masjid in Jeddah about study circles that take place before Jumu'ah Prayer outside of the masjid.
He said that it is no problem, unless it delays the people from attending the Jumu'ah Prayer, which seems to be what would likely happen, then it is to be avoided.
