In the Name of Allaah, the All-Merciful, may His Salaah and Salaam be upon His Messenger, ammaa ba'd:
Shaykh al-Islaam Ibn Taymiyyah (may Allaah have Mercy on him) stated, as found in Majmoo' al-Fataawee (26/103):

وَلَمْ يَكُنْ عَلَى عَهْدِ النَّبِيِّ صلى الله عليه وسلم
وَخُلَفَائِهِ الرَّاشِدِينَ أَحَدٌ يَخْرُجُ مِنْ مَكَّةَ لِيَعْتَمِرَ
إلاَّ لِعُذْرِ لاَ فِي رَمَضَانَ وَلاَ فِي غَيْرِ رَمَضَانَ
وَاَلَّذِينَ حَجُّوا مَعَ النَّبِيِّ صلى الله عليه وسلم لَيْسَ فِيهِمْ
مَنْ اعْتَمَرَ بَعْدَ الْحَجِّ مِنْ مَكَّةَ إلاَّ عَائِشَةَ كَمَا ذُكِرَ.
وَلاَ كَانَ هَذَا مِنْ فِعْلِ الْخُلَفَاءِ الرَّاشِدِينَ

"...And it was not found in the time of the Prophet sallallaahu 'alayhe wa sallam and the rightly guided successors that any of them left Makkah to make 'umrah, except for an excuse, not in Ramadhaan, and not outside of Ramadhaan. And none of those who made Hajj with the Prophet sallallaahu 'alayhe wa sallam made an 'umrah from Makkah after completing the Hajj, except for 'Aa'ishah, as has been mentioned. And this was not from the actions of al-khulafaa ar-raashideen..."
And he also said (26/145):

وَالإِكْثَارُ مِنْ الطَّوَافِ بِالْبَيْتِ مِنْ الأَعْمَالِ الصَّالِحَةِ
فَهُوَ أَفْضَلُ مِنْ أَنْ يَخْرُجَ الرَّجُلُ مِنْ الْحَرَمِ وَيَأْتِيَ بِعُمْرَةِ مَكِّيَّة
فَإِنَّ هَذَا لَمْ يَكُنْ مِنْ أَعْمَالِ السَّابِقِينَ الأَوَّلِينَ
مِنْ الْمُهَاجِرِينَ وَالأَنْصَارِ وَلا رَغِبَ فِيهِ النَّبِيُّ
صلى الله عليه وسلم لأُمَّتِهِ بَلْ كَرِهَهُ السَّلَفُ

"...And to make plenty of tawaaf around the house is a kind of righteous action, and it is more virtuous than a man leaving the Haram and coming back with a "Makkan 'umrah", since verily this was not from the practice of the early predecessors from the Muhaajireen and the Ansaar, nor did the Prophet sallallaahu 'alayhe wa sallam encourage it, rather the Salaf detested it..."
