Topic: Clarifying a commonly stated Hadeeth!!!

Wa sallallaahu wa sallim 'alaa nabiyinaa Muhammad wa 'alaa aalihee wa sahbihee wa sallaam

Assalaamu 'Alaykum Wa Rahmatullaah

I wanted an answer from the students of knowledge here or anyone who knows the authenticity of the following hadeeth, since this hadeeth is quoted by every single takfeeri or anyone wishing to go against the hukaam.

"The most excellent jihad is when one speaks a true word in the presence of a tyrannical ruler"

  Saying a word of justice to an oppressive ruler

Q: The best Jihad (striving in the Cause of Allah) in the path of Allah is (to speak) a word of justice to an oppressive ruler. What is meant by this Hadith? When should it be applied?

A: It means that confronting an oppressive ruler with the truth either verbally or in writing or by any other means is the best kind of Jihad. Al-Minawy said in his commentary on Al-Jami` Al-Saghir that this is because the injustice done by a ruler affects a multitude of people. In the same way his being just also spreads benefit to a great number of people, unlike killing the Kafir (disbeliever).

Moreover, it is a way of advising rulers in all times from a person who finds himself qualified to do that by having the required knowledge and patience.
