We have to divide the narration above into two parts in order to address its authenticity:
1) As for: "Did you ever experience this type of headache?' He replied, 'What is a headache?' Rasulullah (Sallallaahu Alayhi Wasallam) said, 'It is the throbbing of veins in the head of a person he man replied, 'I have never experienced this.' When the bedouin turned to go away, Rasulullah (Sallallaahu Alayhi Wasallam) said, 'Whoever wishes to look at a person from the People of the Fire should look at this man..."
This has been collected by al-Bukhaaree in al-Adab al-Mufrad (#495, al-Maktab al-Islaamee), Ahmad in his Musnad (#8395, ar-Risaalah)), an-Nasaa'ee in his as-Sunan al-Kubraa (#7449), Ibn Hibbaan in his Saheeh (#2916, ar-Risaalah), al-Haakim in al-Mustadrak (#1323, al-Ma'rifah / #1284 Daar al-Haramayn), and others, by way of Muhammad ibn 'Amr, narrating it from Aboo Salamah, narrating it from Aboo Hurayrah, may Allaah be pleased with him.
Al-Haythamee called it hasan in Majma' az-Zawaa'id (2/294), see: Zawaa'id al-Mustadrak 'alaa al-Kutub as-Sittah (1/666). Al-Haakim called it saheeh based on the conditions of Muslim, but Muqbil ibn Haadee pointed out that this is erroneous since Muslim did not rely on the narration of Muhammad ibn 'Amr ibn 'Alqamah (Tatabbu' Awhaam al-Haakim, printed with al-Mustradrak, 1/491, Daar al-Haramayn). Al-Albaanee called it hasan-saheeh in his checking of Saheeh Ibn Hibbaan (#2905), as quoted by Sameer az-Zuhayree in his checking of Al-Adab al-Mufrad (1/252).
It also comes with a different wording by way of another chain in the Musnads of Ahmad (#8794) and Aboo Ya'laa (#6525, al-Kutub al-'Imiyyah), however the chain is dha'eef due to Aboo Ma'shar as-Sindee.
2) As for the phrase in the beginning: "Once, describing the People of the Fire (Jahannam), Rasulullah (Sallallaahu Alayhi Wasallam) said, 'They are those who do not suffer from pain in their heads.' Just then a bedouin entered and he asked him, 'O Bedouin!"
This phrase is not found in any of the sources mentioned above, nor have I found any of the scholars of hadeeth or any of the muhaqqiqoon of their books referring to anything similar. Thus, I suspect it is mudraj (an added phrase) from "Moulana Shu'ayb Ahmad Jeebhai", the author of an article found on the internet that includes this hadeeth and others. If someone knows otherwise, then please share your information.
This phrase seems to be the source of the questioner's problem in understanding the text. Al-Hamdulillaah, the questioner shows good understanding of the principles of Ahlus-Sunnah in asking about the authenticity of the hadeeth before asking about its explanation. So after understanding what has been mentioned about the first part of the hadeeth, then there is no need to explain the phrase or reconcile it with other texts that seem to contradict it.
As for what the scholars have said about the meaning of the hadeeth, and I mean the part that is established in the sources mentioned above, then with narrations like these, those not found in the six books, it is not easy to find a detailed explanation.
One way to get an explanation for such a hadeeth in a crafty way is to look to the chapter titles used by the scholars who originally collected this hadeeth in their source books. This is not difficult since we traced the hadeeth to its sources first to gather its wordings and check its authenticity.

The phrase, "O Bedouin!" is not found in any of the sources mentioned, so it should have been mentioned along with the beginning of the hadeeth. The above has been changed to include this correction.
"Al-Albaanee called it hasan-saheeh in his checking of al-Adab al-Mufrad (1/252)," should read: "Al-Albaanee called it hasan-saheeh in his checking of Saheeh Ibn Hibbaan (#2905), as quoted by Sameer az-Zuhayree in his checking of Al-Adab al-Mufrad." The above has been changed to include this correction.
