As regards those who intends to sacrifice - normally the head of the household - then they are prohibited from cutting their hair or nails, starting from the first day of Dhul-Hijjah up until after the sacrifice.

Allaah?s Messenger (sallallaahu ?alayhi wa sallam) said, ?When the ten days start, and one of you intends to sacrifice, then let him not cut his hair or his nails.? [15]

[15] Related by Muslim (no. 1977), from Umm Salamah (radiyallaahu ?anhaa).

REPLY from the book of Shaykh Saalih al-Fawzaan, may Allaah preserve him:

quote:
"And if he does any of that (trims his nails or hair during the first ten days of Thul-Hijjah), then he seeks Allaah's Forgiveness, and there is no fidyah (slaughter, fasting, or feeding poor people) upon him."

NOTE: "No fasting upon him" means no fasting is required from him as an expiation for his sin or forgetfulness.  He may still fast on the Day of 'Arafah.
