Assalamu 'alaikum
Question:
If a person had the opportunity to make hijrah to the land of the muslims, and then make hajj from there, would it be permissible or should he make hajj first, and then make hijrah?

Answer:
Sheikh Obayd ibn Abdillaah al Jaabree has replied by saying that if the person has a choice between Hajj or Hijra then the first obligatory Hajj should come first before making the hijrah.

قال الشيخ السعدي - رحمه الله - في تفسيره (3/31): " فلا يحرف محرف معنى من معانيه( القرآن ) إلا وقيض  الله له من يبين الحق المبين وهذا من أعظم آيات الله ونعمه على عباده المؤمنين".

  I asked for more clarification on the issue:

Sheikh Obayd gave the reason that Hajj is a pillar in Islam and the pillars take precedence over an obligation. However then he further said the matter as to which comes first has more detail. He said he only gave the general rule but then said there may be a case that a person in their situation cannot do the hajj unless they leave the difficult situation they are in, so each case is to be looked into specifically.
